let me give you something to ponder.
humans as they are have only existed for 2.5 million years, and civilization at all has only been a thing for around 10,000 years. Now, this current period of time, the cenozoic, has only lasted since 65 million years(the KT event), and we've only truly ruled it for what, 2000 years? imagine what those 65 million years would have done on a creature, if they made the jump to sapience and civilization at some point, it must have been extremely close to mankind's rise for them to be anything but unimaginably advanced. Or gone, since smart creatures tend to be complete idiots.
another thing, the Mesozoic, the age of reptiles, lasted 186 million years, and most of the dinosaurs we've known existed and went extinct millions of years from eachother, a T-rex would think something like a Stegosaur as distant and gone as it is to us.
